Four stories, no cluster—the coverage map broke

When the source bundle spans AI taxation, Indonesian fiscal instability, and 2020-era pandemic policy, the algorithm handed us noise, not a narrative.

The source cluster that arrived contains four stories with no connecting tissue. One proposes taxing AI infrastructure as a fiscal policy response to compute externalities. Another documents the market reaction to Indonesian President Prabowo's populist spending commitments—currency pressure, bond selloffs, the classic emerging-market doom loop. The remaining two are relics: Politico articles from spring 2020 covering the Trump administration's lack of a COVID economic restart plan and the Congressional oversight architecture for the $2 trillion CARES Act.

There is no synthesis here because there is no shared thesis. The FT piece is a regulatory-design argument about AI. The Reuters dispatch is a sovereign credit story. The Politico clips are historical artifacts from a different crisis cycle. They do not belong in the same frame.

This is what happens when clustering logic keys on taxonomy instead of causality. A story about compute taxes, a story about fiscal credibility, and two stories about legislative oversight four years old do not form a macro read simply because they all touch government. The algorithm saw the word "policy" and called it a beat.

Palanor's methodology is built to catch this. The signal lattice watches for covariance—when multiple indicators move in response to a shared force. When the source bundle has no covariance, no directional overlap, no common driver, the right synthesis is to name the gap and hold the click.

The cleaner discipline: each of these stories, if current and material, earns its own card with its own destination and its own action line. Bundling them dilutes all four. The read is that there is no read, and restraint is the brand.
