Pentagon and NSA ordered to build frontier AI security framework
Trump directive tasks defense and intelligence agencies with protecting model weights and training infrastructure from state-level espionage.
Trump has ordered the Pentagon and NSA to develop a security framework for frontier AI systems. The directive follows escalating warnings from the Five Eyes intelligence alliance about Chinese espionage targeting AI infrastructure, training data, and model weights. Inside Defense reports the framework will cover access controls, physical security for training clusters, and supply-chain integrity for GPU deployments.
The order treats frontier models as critical national assets, comparable to nuclear weapon designs in classification sensitivity. The framework targets the hyperscaler tier and defense-contracted AI labs, not the open-weight ecosystem. No public timeline has been announced.
The Five Eyes warnings focus on exfiltration risk at the model-weight level and insertion attacks in the training pipeline. Reuters notes the alliance briefed allied governments on specific incidents involving unauthorized access to pre-training datasets and attempted compromises of high-bandwidth interconnects used in large-scale GPU clusters.
The operational question is enforcement. Hyperscalers already segment defense workloads from commercial infrastructure. Extending classification-tier controls to commercial frontier training runs will require new air-gapped clusters or classified partitions within existing facilities. That adds capex and restricts the pool of engineers who can touch the models.
If the framework mandates U.S.-only training sites or restricts foreign-national access to model internals, it will reshape hiring and offshoring patterns across the frontier labs. The directive does not address open-weight releases, which remain outside the scope of export control.
