AI Export Controls Reshape Defense Hiring

New federal restrictions on AI companies are changing who can work on defense contracts and where those jobs are located.

The job posting changed in March. The work changed in July. The pay changed in December. That's how AI talent is experiencing the new wave of federal restrictions on artificial intelligence companies working with the Department of Defense. When the Bureau of Industry and Security chief connected export controls against Anthropic to the voluntary executive order, the signal was clear: not everyone who can build AI systems can build them for the government. The House panel pushing the Pentagon to formalize its blacklisting process for AI companies is making that signal permanent. Defense contractors in Northern Virginia and around Austin are quietly rewriting their job requirements. The senior machine learning engineer who could have been hired from anywhere in the world now needs specific clearance and citizenship status. The Pentagon's request for information on CMMC next steps suggests the cybersecurity requirements will only tighten. Meanwhile, the Army's planned August awards for CAML prototyping show the demand is still there—just the talent pool has narrowed. Quits in defense AI roles were not anger. They were arithmetic. When the clearance requirements changed, the pay had to change. When the citizenship requirements changed, the candidate pool changed. The effect shows up first in mid-tier defense hubs—Huntsville, Colorado Springs, Norfolk—not just the Washington suburbs. The coastal tech centers are dragging behind because their AI talent is negotiating against equity, not clearance requirements.
