Brazil Holds the Line Through Mid Year

Growth cooled to one percent while inflation fell below target, yet debt service ratios climbed to record levels.

Palanor Research · prepared by the Council · October 18, 2026 · 11-minute reading · 5 charts

Abstract

Brazil's economy expanded at a modest pace through mid-year, with inflation falling below target and the central bank continuing a gradual easing cycle. The debt service ratio climbed to the highest level since April 1999, while net public debt reached its highest level since Dec 2001. A presidential runoff introduces near-term uncertainty into policy assumptions.

Key findings

  1. 01Economic activity growth measured 1.31 percent in July, down 0.03 percentage points over one year.
  2. 02Consumer price inflation fell to 4.22 percent in August, the lowest since March 2026, while expected inflation rose 0.37 percentage points over one year to 4.59 percent.
  3. 03The policy rate stood at 13.75 percent in September, down 1.25 percentage points over one year and the lowest since February 2025.
  4. 04The private sector debt service ratio reached 29.8 percent of income, the highest since April 1999, after rising 2.20 percentage points over one year.
  5. 05Net public debt reached 69.26 percent of GDP in August, the highest since December 2001, after climbing 5.21 percentage points over one year.
  6. 06Bolsonaro took 47% in the first round to Lula's 45%, setting up an October 25 runoff that holds business investment decisions in suspension.

Method

This Regional Outlook for Brazil (Q3 2026) was written from an evidence pack gathered on October 12, 2026: 28 public series, 5 Current reads, 12 Wire stories. Every number in the text appears in that pack, each line of which names its series, its latest reading, its date and its source. A checker rejects any section that quotes a number, a ranking or a cause the pack does not hold; the words are then rewritten, never the facts. The 5 charts are drawn from the stored observations of the named series over the stated window, not from the text. Readings cited here carry the date they were published; a series that prints after this edition may differ from the figure quoted. The edition is not revised after publication; a correction is added as a dated note. Byline: Palanor Research · prepared by the Council.
