Methodology
## What this measures
The federal government's surplus (positive) or deficit (negative) for a single month: revenues minus program expenses and public debt charges, including net actuarial losses.
## Why it matters
It is the only monthly read on Ottawa's finances between budgets.
## How to read it
Single months are lumpy (March carries year-end adjustments, and tax deadlines move revenue). Use the 12-month total (canada.federal.budget_balance_12m) for the trend.
## What it does not say
Monthly figures are unaudited and revised at year end. It does not include provinces. The fiscal year runs April to March.
