Methodology
## What this measures
The budget balance of Bulgaria's general government with interest payments removed — the part of the deficit that policy controls.
## Why it matters
A government can stabilise its debt ratio only if the primary balance covers the gap between its interest rate and its growth rate. This is the policy half of that arithmetic.
## How to read it
Positive = the government runs a surplus before paying its creditors. Compare with net interest: when interest exceeds the primary surplus, debt rises.
## What it does not say
It says nothing about the quality of the spending or the tax mix behind it.
