Methodology

## What this measures

The share of people in Costa Rica with access to electricity: the measure for UN Sustainable Development Goal target 7.1, universal access to modern energy. Annual, percent of population, compiled by the World Bank from household surveys and censuses.

## Why it matters

Power reaches people before most other services and gates what follows: industry, cold chains, schooling after dark. Where access is short of universal, it sets how fast a market can grow.

## How to read it

Higher is better. Many economies are at or near 100%, where a flat line means access is universal; the readable movement is where electrification is still under way.

## What it does not say

Access is not reliability: a household counted as connected may still face daily outages. Values between surveys are modelled and revised when new surveys arrive.
