Methodology
## What this measures
One number for the quality of Spain's institutions — the equal-weighted mean of the World Bank's six governance estimates (requires at least five).
## Why it matters
Institutions decide whether growth survives a shock. It is the slowest-moving input to Country Strength and the heaviest-weighted one.
## How to read it
Zero is the world average. A country above +1 sits among the best-governed quarter of economies.
## What it does not say
An average of perception indices; each carries a wide margin of error, and averaging does not remove shared biases in the underlying surveys.
