Methodology

## What this measures

Of every unit Iraq's central government spends on its operations, the share that is interest.

## Why it matters

The central-government counterpart to net interest as a share of spending — available for countries the OECD does not cover, including most of South America and Africa.

## How to read it

Rising means creditors are taking a larger share of the budget before any policy choice is made.

## What it does not say

Gross interest, central government only, and 'expense' excludes capital spending — so it is not directly comparable with the OECD general-government series.
