Methodology
## What this measures
What Japan's general government took in minus what it spent, including interest, as a share of GDP. Negative is a deficit.
## Why it matters
The deficit is the flow that adds to the debt stock. Persistent deficits in good years leave no room for the bad ones.
## How to read it
Read it against the cycle: a deficit in a recession is policy; a deficit at full employment is structure.
## What it does not say
It includes interest, so a rising rate bill widens the deficit even when policy is unchanged — read the primary balance for the policy stance.
