Global Innovation Index Rank: Norway

Methodology
## What this measures
Where Norway places in the Global Innovation Index, WIPO's yearly ranking of how innovative economies are. 1st is the most innovative of the economies covered that year.
## Why it matters
The GII is the most widely cited cross-country read of innovation capacity. Governments use it to set policy targets, and a change in rank is often how a shift in an economy's research, business and technology base first shows up in the news.
## How to read it
Lower is better: 1st leads the world. Each point is one edition, dated September 1 of the year it was published. Ranks are the cleaner way to follow an economy over time: WIPO revises the model between editions (indicators added or dropped, data availability), so a change of a place or two can come from the model rather than the economy.
## What it does not say
A rank says nothing about how far ahead or behind an economy is; the score does. The number of economies covered changes a little each year. The index measures inputs to and outputs of innovation from about eighty indicators; it is not a measure of growth or productivity.
