Methodology
## What this measures
Everything Romania's general government spends — wages, transfers, investment and interest — as a share of GDP.
## Why it matters
The size of the state, and the denominator for how much of the budget interest consumes.
## How to read it
Structural: it moves a few points a decade except in crises, when automatic stabilisers push it up fast.
## What it does not say
A large share is neither good nor bad on its own; it reflects what a society chooses to buy collectively.
