Norway defence spending — % of GDP (OECD COFOG)
Latest
2.14pct of GDP
Methodology
## What this measures
Total general government expenditure on defence (COFOG division 02) in Norway, as a percentage of GDP, one value per calendar year. COFOG 02 covers military defence, civil defence, foreign military aid and defence research and development, spent by all levels of government and recorded on a national-accounts basis.
## Why it matters
Norway borders Russia in the Arctic and has raised defence spending sharply; it is a read on NATO's northern flank outside the EU.
## How to read it
Higher means a larger share of the economy goes to defence. The classification is the same across OECD and EU countries, so this level can be compared with the Eurostat series for European states (defense.cofog.pct_gdp.*). A rise can come from more spending or from slower GDP growth.
## What it does not say
It is not the NATO definition and will not match NATO's shares: COFOG counts military pensions as social protection, not defence. In national accounts, weapons systems are recorded when they are delivered, so large procurement programmes appear with a lag. Recent years are revised, and data arrive a year or more after the year ends.
