29.03% of DoD TOA

Methodology

## What this measures

Total obligational authority of the Department of the Air Force, including the Space Force as a percentage of the whole department's, current dollars, by fiscal year. A Palanor calculation from Green Book Table 6-3. FY 1948 to FY 2026.

## Why it matters

The split between the services moves slowly and says a lot about strategy: the Air Force’s rise in the 1950s, the Army’s in the wars of the 2000s, the growth of defense-wide agencies.

## How to read it

FY 2026: 29.0% of the department's TOA.

## What it does not say

Total obligational authority is the money available to commit in a fiscal year, whenever it was appropriated; it is not spending (outlays). War and supplemental funding are included, so the war years jump. The Department of the Navy includes the Marine Corps and the Department of the Air Force the Space Force; defense-wide covers agencies such as the Defense Health Program, the Missile Defense Agency and Special Operations Command. Each new Green Book revises recent years.
