Methodology
## What this measures
The running total of Czechia's operating budgetary balance with the EU budget (eu_budget.net_balance_eur_bn.cze) since 2004, the year ten countries joined, in billions of euros. Each year adds that year's balance. The balance is expenditure allocated to the member state, less administration, minus its "national contribution" (VAT- and GNI-based own resources with the UK correction and the lump-sum reductions; from 2021 also the plastics own resource and the balances and adjustments of earlier years), with contributions scaled so that they add up to total allocated operating expenditure. Traditional own resources (customs duties and sugar levies) are left out: the Commission treats them as EU revenue, not national payments. NextGenerationEU spending, financed by EU borrowing, is not included. Positive means Czechia has received more than it paid over the period. Each value is dated December 31.
## Why it matters
Over two decades the yearly swings even out and the cumulative figure shows the scale of the transfer each member has made or received since the 2004 enlargement, the comparison most often used in debates about the EU budget.
## How to read it
Above zero is a net receiver over the period, below zero a net contributor. It is a sum of current euros: early years are not adjusted for inflation, so they count for less in today's money than the figure suggests.
## What it does not say
Budget flows only: no single-market, trade or investment effects. Allocating spending to a country is approximate. Administration (largely spent in Belgium and Luxembourg) is excluded. From 2021 the yearly balances are Palanor's application of the Commission's method; the Commission published them itself through 2020.
