Methodology
## What this measures
The share of people living in Emilia-Romagna, Italy (NUTS 2 region ITH5) who are at risk of poverty or social exclusion (AROPE), all ages, both sexes, in percent. A person counts once if they meet at least one of three conditions: income below 60% of the national median after social transfers (at risk of poverty); severe material and social deprivation (unable to afford 7 of 13 everyday items); or living in a household with very low work intensity. Annual, on the Europe 2030 definition, from 2015; each value is dated December 31 of the survey year.
## Why it matters
AROPE is the EU's headline measure of poverty and the target indicator of the Europe 2030 strategy. Read by region, it shows where hardship concentrates inside a country: capital regions and rural or post-industrial regions often sit far apart.
## How to read it
Higher means more people in hardship. Compare the region with Italy as a whole (society.eurostat.arope_pct.ita) and with the EU (society.eurostat.arope_pct.eu27), and with its own past. Moves of a point or two are often within survey error, which is larger for regions than for whole countries.
## What it does not say
The income line is 60% of the national median, not a regional or EU-wide line: a region's rate measures how many people fall well below the typical income of their own country, so regions in rich and poor countries with the same rate have very different living standards. It is a survey (EU-SILC) with smaller samples per region; Eurostat flags some values as breaks in series or provisional. Income usually refers to the year before the survey.
