Methodology
## What this measures
Spending on fixed assets (buildings, machinery, infrastructure, housing) plus changes in inventories across Europe, as a percentage of the group's combined GDP, each year.
## Why it matters
It shows what a whole bloc runs on, weighted the way its economy is: the large members count for more, as they do in the bloc's actual spending.
## How to read it
Percent of the group's GDP. Group figures are GDP-weighted: each part is the group's total spending on it divided by the group's total GDP, both in current U.S. dollars, using today's members for every year. A year is shown only when members reporting every part make up at least 90% of the group's GDP; each reading carries that coverage. The same definition holds for every group, so groups can be compared.
## What it does not say
Membership is today's, applied backwards, so early years describe today's members, not the group as it then was. Exchange-rate swings move the weights. It is a share, not a size.
