## What this measures
Funding reported against the year's coordinated humanitarian plans as a percentage of the money they required. Each year the UN and its partners publish coordinated response plans for crises (humanitarian response plans, flash appeals and regional refugee plans) with the money each needs. FTS adds up the requirements of the year's plans and the funding reported against them; together they form the Global Humanitarian Overview (GHO).
## Why it matters
It is the simplest view of the humanitarian funding gap: how much of what was asked for was met.
## How to read it
A year is the year the money is for (FTS's "usage year"), paid plus committed. The newest complete year keeps rising for months as late reports arrive; the current year is in the year-to-date series. The share can rise because funding rose or because requirements were cut, so read it with the two series it divides. From 2023 it matches the GHO snapshot on fts.unocha.org; for earlier years FTS deducts overlaps between regional and country plans, which its public API does not show, so Palanor's share can differ from the snapshot by up to about 3 points (2012: 60.1% against 62.9%).
## What it does not say
An average across plans: some crises are funded far better than others. FTS records what donors and agencies report to it; it does not estimate missing reports. Reporting is voluntary and some donors report late or not at all, so recent years rise for months as reports arrive. Commitments count as soon as they are made, before the money is paid.
