## What this measures
The money the year's coordinated humanitarian plans asked for, in US$ billions: the sum of each plan's current (revised) requirements. Each year the UN and its partners publish coordinated response plans for crises (humanitarian response plans, flash appeals and regional refugee plans) with the money each needs. FTS adds up the requirements of the year's plans and the funding reported against them; together they form the Global Humanitarian Overview (GHO).
## Why it matters
It is the measure of need the humanitarian system puts a price on, and the base for the share of appeals funded.
## How to read it
Requirements are revised during the year: a plan can rise when a crisis worsens or fall when it is re-prioritised to what donors are likely to fund. A fall in requirements is not by itself a fall in need. From 2023 the figure matches the GHO snapshot on fts.unocha.org. For earlier years FTS deducts overlaps between regional and country plans, which its public API does not show, so Palanor's sum of the plans reads higher than the snapshot, by up to about 13% on requirements (2012).
## What it does not say
It covers only crises with a coordinated plan, not every humanitarian need, and the plans' costing methods differ. FTS records what donors and agencies report to it; it does not estimate missing reports. Reporting is voluntary and some donors report late or not at all, so recent years rise for months as reports arrive. Commitments count as soon as they are made, before the money is paid.
