Methodology

## What this measures

Humanitarian funding from the European Commission reported to the UN OCHA Financial Tracking Service for the year, to any recipient, inside and outside the coordinated appeals, in US$ billions. It adds up every FTS record whose name begins "European Commission": the humanitarian aid department (DG ECHO), international partnerships (INTPA) and the other directorates.

## Why it matters

FTS is the fastest public record of who pays for humanitarian response. Set side by side, the donor series show whether one donor's cut is met by another's rise.

## How to read it

A year is the year the money is for (FTS's "usage year"), paid plus committed. The newest complete year keeps rising for months as late reports arrive; the current year is in the year-to-date series.

## What it does not say

EU member states' own funding is in their own series, not here. FTS records what donors and agencies report to it; it does not estimate missing reports. Reporting is voluntary and some donors report late or not at all, so recent years rise for months as reports arrive. Commitments count as soon as they are made, before the money is paid.
