Dominica Citizenship-by-Investment Passports per 1,000 Residents
Latest
144.79per 1,000 residents
Methodology
## What this measures
Passports issued under Dominica’s citizenship-by-investment program in a calendar year per 1,000 people living in Dominica: the count reported to the European Commission divided by the World Bank’s population for the year.
## Why it matters
Programme size against the country’s own population shows how large investment citizens are relative to the citizenry, which is what makes these programs matter to the country and to the countries its passport opens.
## How to read it
Passports per 1,000 residents, dated December 31.
## What it does not say
It counts passports, not people resident in the country; most investor citizens do not live there.

## History
Single release for now: the European Commission’s reports under the Visa Suspension Mechanism give these countries’ counts mostly as multi-year totals that overlap and differ in span; single calendar years appear only from the 2023 figures on. Those single years are the points here; the multi-year totals are kept in the table, not added in. Each new report adds its year.
