Methodology

## What this measures

Official development assistance given by Denmark each year, on the grant-equivalent measure, in US$ billions at current prices. Yearly from 2015.

Official development assistance (ODA) is government aid to developing countries whose main aim is their economic development and welfare, given as grants or as loans on concessional terms. It is defined and measured by the OECD Development Assistance Committee (DAC).

## Why it matters

In many low-income countries a large part of health spending comes from donors, so changes in donors' aid budgets reach clinics, vaccines and medicines within a year or two.

## How to read it

Grant equivalent is the OECD's headline measure since 2018: a grant counts in full, and a loan counts only for its grant element, the part that is a gift once its lower interest and longer term are valued. The newest year is the OECD's preliminary figure, published each April; it is revised when the final figures come out around the turn of the following year, and those points are flagged preliminary.

## What it does not say

Under DAC rules ODA includes some money spent in the donor country, notably the first-year costs of hosting refugees, and administrative costs. Current dollars move with exchange rates and inflation as well as with budgets. It covers official aid only, not private philanthropy or remittances, and says nothing about where the money went or what it achieved.
