Methodology
## What this measures
Net official development assistance disbursed by United Kingdom as a percentage of gross national income (GNI), yearly from 1960. A Palanor calculation: net ODA divided by GNI, both in current US dollars from the OECD's DAC1 table.
Official development assistance (ODA) is government aid to developing countries whose main aim is their economic development and welfare, given as grants or as loans on concessional terms. It is defined and measured by the OECD Development Assistance Committee (DAC).
## Why it matters
It is the long-run version of the standard donor comparison. In 1970 the UN General Assembly set a target for rich countries of 0.7% of GNI.
## How to read it
The OECD published this net-flow ratio itself until 2017 and then moved its headline to the grant-equivalent measure; Palanor's calculation carries the same method forward. Through 2017 it matches the OECD's published ratio to two decimals. The newest year is the OECD's preliminary figure, published each April; it is revised when the final figures come out around the turn of the following year, and those points are flagged preliminary.
## What it does not say
Under DAC rules ODA includes some money spent in the donor country, notably the first-year costs of hosting refugees, and administrative costs. Debt relief counts in the year it is granted. For 2018 onward the OECD's own headline ratio (grant equivalent) is the official figure.
