Methodology
## What this measures
Official development assistance given by Switzerland as a percentage of gross national income (GNI), on the grant-equivalent measure. Yearly from 2018.
Official development assistance (ODA) is government aid to developing countries whose main aim is their economic development and welfare, given as grants or as loans on concessional terms. It is defined and measured by the OECD Development Assistance Committee (DAC).
## Why it matters
It is the standard way to compare donors of different sizes. In 1970 the UN General Assembly set a target for rich countries of 0.7% of GNI, and the DAC reports each member against it.
## How to read it
Grant equivalent is the OECD's headline measure since 2018. The newest year is the OECD's preliminary figure, published each April; it is revised when the final figures come out around the turn of the following year, and those points are flagged preliminary.
## What it does not say
Under DAC rules ODA includes some money spent in the donor country, notably the first-year costs of hosting refugees, and administrative costs. A falling share can mean a smaller aid budget or a faster-growing economy. For the years before 2018, see the net-flow ratio for the long series.
