Seven Major Aid Publishers · Foreign Aid Spending, Last 12 Months (IATI) · US$ billions

Latest

77.81US$ billions

Methodology

## What this measures

Money paid out each month by seven of the largest aid publishers, as they report it to the International Aid Transparency Initiative (IATI): the U.S. government, the UK FCDO, Germany's BMZ, the European Commission's DG INTPA, the World Bank's IDA, the Global Fund and Gavi. Disbursements and expenditures, in US dollars. Each point is the sum of the twelve months (four quarters) to that date.

What the bilateral publishers pay to IDA, the Global Fund and Gavi is left out, because those three report it again when they disburse it. The total runs to the earliest month every member has published. Withheld: DG ECHO (no disbursements reported after 2024), GIZ's non-BMZ dataset (no transactions) and the German Federal Foreign Office (data stop in 2023).

## Why it matters

The OECD publishes each year's official aid figures in April of the next year and its recipient tables a year after that. IATI is where publishers report spending as it happens, so it shows month by month who cut, who did not, and where the money stopped arriving, well before the OECD tables.

## How to read it

Before October 2024 USAID reported most spending at quarter ends and BMZ reports quarterly throughout, so single months jump at quarter ends; the twelve-month series smooths that.

IATI data arrive as publishers report, and recent months fill in late. The IATI Datastore keeps no earlier versions, so Palanor measures each publisher's lag from IATI-Stats' daily record (January 2024 to October 2025) of how far its newest transaction trailed each day's read, and uses the 90th percentile, capped at 90 days (48 to 90 days across the seven). A month is published for a publisher once its end is that many days past and the publisher has reported it; the total stops at the earliest month every member has published, and its six newest months are flagged preliminary. Each point keeps the value Palanor first read and the date it read it, so later revisions can be measured.

## What it does not say

Coverage, against each publisher's OECD or own published total for 2023 and 2024: U.S. government 81–90%, FCDO 82% and 60%, BMZ above 100% (cash against grant-equivalent ODA), DG INTPA 85% and 89%, IDA 99%, Global Fund 98%, Gavi 94% and 89%; each publisher's own series states its figures. A month's figure is cash reported as paid out in that month, not what was budgeted or committed, and it says nothing about what the money achieved. Values are in each transaction's own currency, valued at its value date. Euro and pound values are converted at the Federal Reserve's monthly average rate for the value-date month (FRED EXUSEU, EXUSUK); a value date outside the window read, or after the latest monthly rate, takes the transaction month's or the latest rate.
