Methodology

## What this measures

Official development assistance from countries outside the OECD Development Assistance Committee (DAC) that report their aid to the OECD, added up by Palanor, on the grant-equivalent measure, in US$ billions at current prices. The members are Saudi Arabia, United Arab Emirates, Türkiye, Qatar, Kuwait, Israel, Chinese Taipei, Romania, Bulgaria, Croatia, Latvia, Malta, Cyprus, Kazakhstan, Thailand and Liechtenstein.

A year is written only when every one of the sixteen has reported it, so the total never mixes a full year with a partial one. That makes it yearly from 2019 (Qatar's first year). Official development assistance (ODA) is government aid to developing countries whose main aim is their economic development and welfare, given as grants or as loans on concessional terms. It is defined and measured by the OECD Development Assistance Committee (DAC).

## Why it matters

It is the yardstick for asking whether donors beyond the traditional ones offset cuts by DAC members. Compare it with the DAC total (oda.dac.grant_equivalent_usd.dac) and with private philanthropy.

## How to read it

Saudi Arabia, the United Arab Emirates and Türkiye give most of it, so their years drive the total. The newest year appears only when the last member reports; until then the series ends a year earlier than the DAC total. Each member's own series shows the years it has reported.

## What it does not say

Two small reporters are left out because their records have gaps: Azerbaijan (no 2021 figure) and Monaco (from 2021); together they are well under 1% of the group. Countries that do not report to the OECD, China and India among them, are not here at all. The OECD's own "non-DAC countries" aggregate covers a different set of countries and does not match this sum.
