Methodology

## What this measures

Official development assistance given by Israel each year, on the grant-equivalent measure, in US$ billions at current prices, yearly from 2017.

Israel is not a member of the OECD Development Assistance Committee (DAC) but reports its aid to the OECD each year. Official development assistance (ODA) is government aid to developing countries whose main aim is their economic development and welfare, given as grants or as loans on concessional terms. It is defined and measured by the OECD Development Assistance Committee (DAC).

## Why it matters

Donors outside the DAC are a growing part of world aid, and they are where to look for money that offsets cuts by the traditional donors. Their figures sit in the same OECD tables and follow the same rules, so they compare directly with the DAC members.

## How to read it

Grant equivalent is the OECD's headline measure since 2018: a grant counts in full, and a loan counts only for its grant element. The newest year is the OECD's preliminary figure, published each April and revised with the final figures around the turn of the following year; those points are flagged preliminary. A reporter that has not yet sent its newest year ends a year earlier than the DAC members until it does.

## What it does not say

Reporting is voluntary and its coverage is the reporter's own: some report only their main aid agency or fund. Under OECD rules ODA includes some money spent at home, such as first-year costs of hosting refugees. Current dollars move with exchange rates as well as budgets. It says nothing about where the aid went or what it achieved.
