Romania · ODA as % of GNI

0.14% of GNI

Methodology

## What this measures

Official development assistance given by Romania as a percentage of its gross national income (GNI), on the grant-equivalent measure, yearly from 2018.

Romania is a member of the European Union but not of the OECD Development Assistance Committee (DAC); it reports its aid to the OECD each year. Official development assistance (ODA) is government aid to developing countries whose main aim is their economic development and welfare, given as grants or as loans on concessional terms. It is defined and measured by the OECD Development Assistance Committee (DAC).

## Why it matters

It compares donors of different sizes. The UN target for rich countries is 0.7% of GNI; donors outside the DAC are not bound by it, but the ratio shows how much of their economy they give.

## How to read it

The newest year is the OECD's preliminary figure, revised with the final figures around the turn of the following year; those points are flagged preliminary. The OECD publishes the ratio rounded to two decimals, so a small donor can read 0.00 or 0.01 in a year it gave aid.

## What it does not say

A falling share can mean a smaller aid budget or a faster-growing economy. Coverage of the aid figure is the reporter's own.
