Methodology
## What this measures
Money that all private foundations reporting to the OECD paid out to developing countries each year, in US$ billions at current prices, yearly from 2017. Foundations report it to the OECD Creditor Reporting System project by project, on the same footing as official donors.
## Why it matters
Private philanthropy is the largest non-government source of development money, and much of it goes to health. It is where to look for money that offsets cuts in official aid.
## How to read it
The total starts in 2017, the year the OECD's survey widened to dozens of foundations (before 2013 it held the Gates Foundation alone). It runs to the latest year in which at least 80% as many foundations reported as the year before; later years, which hold only the early reporters, are left out until the rest arrive. Each point records how many foundations reported. Disbursements are money actually paid out in the year.
## What it does not say
Only foundations that choose to report to the OECD are counted: the large international ones, not the thousands of smaller trusts, nor giving by individuals, churches or NGOs (see oda.dac.net_private_grants_usd.dac for that wider measure). The number of reporters changes from year to year, so part of any change is who reported. Current dollars.
