Methodology
## What this measures
The number of conflicts the Defensoría del Pueblo classes as latent in the month: the underlying dispute is unresolved but the parties are not currently taking public action. From the monthly Reporte de Conflictos Sociales.
## Why it matters
Latent conflicts are the pipeline of future disruption. Disputes that go quiet without being resolved can flare again when a project moves forward or a new permit is granted.
## How to read it
Higher means more unresolved but quiet disputes. Read it with the active count; active plus latent is the total.
## What it does not say
Classification depends on the Defensoría's judgment and on how long a case has been quiet. A month is published only when the report's cover, summary page and tables agree.
