Methodology
## What this measures
The number of social conflicts the Defensoría del Pueblo, Peru's national ombudsman, has on its register in the month, active and latent together, as published in its monthly Reporte de Conflictos Sociales. The Defensoría registers a conflict when groups, companies and the state have a dispute that could turn to collective action; it stays on the register until resolved or inactive.
## Why it matters
Peru's register of social conflicts is the most consistent public record of tension between communities, companies and the state in a major mining country. A rising count is an early read on the operating climate for mines, oil and gas, infrastructure and public projects.
## How to read it
Higher means more disputes on the register. Read it with the active count (open confrontation or dialogue) and the latent count (simmering, no current action), and with the socio-environmental and mining series that make up much of it.
## What it does not say
It counts disputes, not their size or severity: a local water dispute and a national strike each count once. The Defensoría's criteria for registering and closing cases set the level. A month is published only when the report's cover, summary page and tables agree.
