Sanctions Listings Linked to DR Congo (U.S., UK, EU; Palanor Count)

Latest

312entries

Methodology

## What this measures

The number of entries on three official sanctions lists that are linked to DR Congo: OFAC's SDN and Consolidated lists (U.S. Treasury), the UK Sanctions List (FCDO) and the EU Financial Sanctions Files (European Commission). Counted at each month end and on the latest day read. A Palanor count; none of the three governments publishes one.

## Why it matters

How many of a country's people, companies, ships and aircraft are on the main Western sanctions lists is a plain measure of how much sanctions pressure is aimed at it, and of the screening risk in dealing with counterparties there.

## How to read it

Higher means more listed entries linked to DR Congo. Compare countries at the same date; the series rises in waves when a programme against the country starts or widens. The breakdown by list (OFAC, UK, EU) is stored with each reading.

## What it does not say

An entry is linked to DR Congo when the list gives an address there, a nationality or citizenship of DR Congo, or lists it under a programme named for DR Congo. Place of birth and a ship's flag do not count. One entry can be linked to several countries (a Dubai trading company under an Iran programme counts for both). Entries the lists give no country for are in the list totals but no country count: about a fifth of the EU file. An entry is one listed person, entity, vessel or aircraft, counted once however many names, addresses or programmes it carries. Across lists nothing is matched (each list uses its own identifiers), so a person on the U.S., UK and EU lists counts once on each. A count is not a measure of how strict the sanctions are, and entries linked to a country are not all its government's.

## History

From October 2023, when OFAC's delta files begin, with UK and EU delistings recovered from archived copies of their files (see sanctions.listed.uk and sanctions.listed.eu).
