U.S., UK and EU Sanctions Lists: Entries Under Cuba Programmes (Palanor Count)

Methodology
## What this measures
The number of entries on the U.S., UK and EU sanctions lists listed under Cuba programmes, at each month end and on the latest day read.
## Why it matters
The split by programme shows where sanctions effort goes: which countries' governments, militaries and companies, and which kinds of conduct (terrorism, narcotics, cyber attacks, human-rights abuse) the lists are aimed at.
## How to read it
Higher means more entries under these programmes. An entry under several programmes in this group counts once here, and can also count in another group.
## What it does not say
An entry is one listed person, entity, vessel or aircraft, counted once however many names, addresses or programmes it carries. Across lists nothing is matched (each list uses its own identifiers), so a person on the U.S., UK and EU lists counts once on each. Programmes named for a country also list people and companies elsewhere that deal with it. Palanor groups the lists' own programme codes; the grouping is Palanor's. Programmes in this group: CUBA; CUBA-EO14404; GLOMAG.
## History
From October 2023 (see each list's own series for how its removals are known).
## Source
Palanor count of three official lists: U.S. Treasury OFAC (public domain), the UK Sanctions List (FCDO, Open Government Licence v3.0) and the EU Financial Sanctions Files (European Commission, CC BY 4.0). Read daily by /api/cron/sanctions-sync.
