## What this measures
The share of people in Latvia who are at risk of poverty or social exclusion (AROPE), all ages, both sexes, in percent. A person counts once if they meet at least one of three conditions: income below 60% of the national median after social transfers (at risk of poverty); severe material and social deprivation (unable to afford 7 of 13 everyday items); or living in a household with very low work intensity (adults aged 18 to 64 working under 20% of their potential). Annual, on the Europe 2030 definition, from 2015; each value is dated December 31 of the survey year.
## Why it matters
AROPE is the EU's headline measure of poverty and the target indicator of the Europe 2030 strategy. It combines low income, deprivation and joblessness, so it reads hardship more broadly than income alone.
## How to read it
Higher means more people in hardship. Compare a country with the EU average (society.eurostat.arope_pct.eu27) and with its own past. Moves of under a point are often within survey error.
## What it does not say
The income line is relative to each country's own median, so a rich and a poor country with the same rate have very different living standards. It is a survey (EU-SILC); income usually refers to the year before the survey. Eurostat flags some years as breaks in series or provisional. The Europe 2030 definition starts in 2015 and is not comparable with the older Europe 2020 AROPE.
