Methodology

## What this measures

The share of people living in the city of Indianapolis, Indiana who have no health insurance of any kind, private or public, when surveyed. In percent of the civilian noninstitutionalized population, from the American Community Survey 5-year estimates: each point pools five years of survey responses and is dated at the end of the five years (2020-2024 is dated December 31, 2024). From the 2008-2012 estimates. Census counts the consolidated city-county without the separately incorporated towns inside it ("Indianapolis city (balance)").

## Why it matters

Cities hold many of the country's uninsured, and rates differ widely between them, even within one state. One of the thirty largest U.S. cities by population (Census Bureau Vintage 2024 estimates), compared on the same measure.

## How to read it

Percent of people. Lower means more people covered. Because each point pools five years, the series moves slowly and a change in policy shows up gradually. Compare cities with each other on the same 5-year estimates, not with the 1-year state rates.

## What it does not say

Coverage is what people report at the time of the survey, so someone uninsured for part of the year but covered when asked counts as insured. It is a survey estimate with a margin of error, which is wider for smaller populations, so small year-to-year moves may be noise. The universe is the civilian population outside institutions; active-duty military and people in prisons or nursing homes are left out. A rate says nothing about how good or affordable the coverage is. The city is the incorporated city within its legal boundary, not the wider metropolitan area.
