Methodology
## What this measures
How much of each tax dollar goes straight to creditors, quarter by quarter since 1947 — BEA interest payments divided by BEA tax receipts, both at seasonally adjusted annual rates.
## Why it matters
The affordability ratio rating agencies use. It moves faster than the budget-basis series because it is quarterly.
## How to read it
Rising while rates are flat means refinancing is still catching up. Because the denominator excludes social-insurance contributions, the level runs well above the interest-to-revenue ratios rating agencies quote; read its direction and its history.
## What it does not say
Excludes social-insurance contributions from receipts, which makes the ratio higher than a total-revenue measure.
