Passports and citizenship
What a passport opens depends on rules other governments write. Palanor records those rules from each destination government’s own published list, dated and cited, for 199 passports, and weights each destination by the size of its economy. The result, passport reach, is the share of world GDP (outside the holder’s own country) a passport opens at three levels: to visit, to work and to live. As of October 2026, the recorded destinations hold 88% of world GDP (World Bank, 2025). Reach is a Palanor calculation; it is not a rating of a country, and it is not weighted into Country Strength.

Visit: no visa arranged in advance (free movement, visa-free, an online travel authorisation or a visa on arrival). Palanor calculation from each destination government's published rules, recorded with the page and date read; GDP weights from the World Bank (CC BY 4.0), one year for the whole history. Destinations whose rules Palanor does not record count as closed for every passport. Entry is always at the border officer's discretion. Not a rating, and not weighted into Country Strength.

Citizenship for a set investment
Some governments grant citizenship to people who make a set contribution or investment, without years of prior residence. The table gives each program’s cheapest route as its government publishes it: the government contribution or minimum investment plus mandatory government fees (due diligence, application, processing), for one person and for a family of two adults and two children under 16. Agent fees are left out; where a government does not publish a mandatory fee, the minimum excludes it and the program row says so. Prices in other currencies are converted to U.S. dollars at the rate noted. Counts of people are shown only where a government or the European Commission publishes them.

As reported by each country to the European Commission for its Visa Suspension Mechanism reports (CC BY 4.0). Earlier reports give multi-year totals that overlap, so only single years are drawn. Saint Lucia reported applications, not passports. Longer yearly series from the governments' own reports are held but not shown: their reuse terms are unclear.
Passports as reported by each country to the European Commission (CC BY 4.0) over World Bank population for the year (CC BY 4.0); Palanor calculation. Most investor citizens do not live in the country.
Residence for a set investment
Residence programs grant a right to live in the country, not citizenship; some lead to citizenship after years of residence under ordinary naturalisation rules, which each row notes. Several have closed or changed since 2022.

U.S. Department of State, Report of the Visa Office, Table V (public domain): numbers used under the fifth employment preference, visas issued abroad plus adjustments of status inside the United States, investors and families together. Chargeability is usually country of birth.
Method
- Visit counts a destination when the passport needs no visa arranged in advance: free movement, visa-free entry, an online travel authorisation (such as the U.S. ESTA, Canada’s eTA or the UK ETA) or a visa on arrival. An e-visa applied for before travel does not count.
- Work counts a destination in full where the passport carries the right to work without a permit (free movement in the EU and EEA with Switzerland, the Common Travel Area, Trans-Tasman, the Mercosur Residence Agreement, the GCC, the Compacts of Free Association, the Eurasian Economic Union, India’s treaties with Nepal and Bhutan), and at half where a route is open only to some nationalities and comes with conditions: treaty visas (the U.S. TN, E-1/E-2, E-3 and H-1B1) and working-holiday visas for young adults.
- Live counts a destination where nationality alone carries a right to reside.
- Each destination is weighted by its GDP at market exchange rates (World Bank, NY.GDP.MKTP.CD, CC BY 4.0) for one year, used for the whole history, so the series move only when a list changes. The holder’s own country is left out of both the open GDP and the world total; for Hong Kong and Macao SAR passports, mainland China is left out too. Where entry runs on a document other than the passport (Taiwan, Hong Kong and Macao residents entering mainland China), the destination is left out the same way.
- Destinations whose rules Palanor does not record count as closed for every passport, so reach is a floor on the share of world GDP a passport opens, the same floor for all.
- The record of changes starts on 1 January 2023; values are recomputed weekly for the first day of every month since. A rule with no recorded start was in force on that date or earlier.
- No wage weighting: Palanor holds no wage data covering enough of the destinations to weight by pay, so reach is GDP-weighted only.
What reach does not say
Entry is always at the border officer’s discretion. Stays are capped, travel authorisations cost money, working-holiday visas have age limits and quotas, and treaty visas require a job offer or an investment. GDP measures the size of an economy, not what a visitor can do in it. Reach rewards membership of a free-movement area or a treaty more than it reflects the strength of an economy, which is why it is not weighted into Country Strength.
Destinations recorded and their sources
Visa and residence rules are facts of law, recorded in Palanor’s own words with a link to each government’s page. Program counts come from the European Commission’s Visa Suspension Mechanism reports (reuse under the Commission’s reuse policy), the U.S. State Department’s Report of the Visa Office (public domain) and the governments named on each row.
